The decision Moses had made when he was younger to turn from “the pleasures of sin for a season”, had prepared him to give the message to let God’s people go to worship. It is impossible for a worldly person who desires to live like “Pharaoh”, to tell people to come out of “Sodom”, or “Egypt” for this would contradiction their true affections. Religious liberty or separation of church and state is never needed or important until a person desire to truly follow Jesus and/or give up sinful pleasures. It is viewing matters like the world, living like the world, and worshiping like the world why it is not necessary to talk much about separation of church and state, because it is not important to be separate from something you are happily joined to.
Hebrews11:24 By faith Moses, when he was come to years, refused to be called the son of Pharaoh's daughter;
11:25 Choosing rather to suffer affliction with the people of God, than to enjoy the pleasures of sin for a season; 11:26 Esteeming the reproach of Christ greater riches than the treasures in Egypt: for he had respect unto the recompense of the reward.
